Along with the traffic, financial and population effects a 464-unit housing complex proposed by K. Hovnanian may bring to Cedar Grove, the Township Council should also consider the impact of the Council on Affordable Housing (COAH) regulations, according to attorney Stuart Koenig, of Cedar Grove.
